Description

Need to add an option to mark a reviewer of a pull request as 'mandatory' so that a pull request cannot be approved without their vote.

This should be implemented in repo review rules, this gives the possibility for adding eg. jenkins-user as a mandatory reviewer on all branches - and eg. security usergroup on eg. branch:default pull requests.
