Summon chat feature

Description
It would be great to have ability to summon someone for a chat in the context of commit or pull requests. We have problems people not seeing the sent chat messages. A summon link that send the notification together with direct link to chat would be useful to get people attention.
- we might ask Lisa for better wording on the text. But i think summon makes sense.
