Description

Admin -> Permissions -> Global -> Repository Forking is set to Disabled and the user is unable to fork the repo to his personal folder.

This used to work earlier with 4.14.1. After upgrade to 4.15.0 it doesn't work anymore. Even otherwise, as per the description of the flag, setting it to Disabled should allow the user to fork to his personal fork.
