Description

Currently you can only create and delete your comments during a review.
This is the same for in-code comments and global (commit or pull request) comments.

It would be nice to have an edit feature too.

We need to think about:

do we send notifications on those ?
- i think we should send edit text via regular notification as well. (but email templates also need a change)
what's the best practices in other tools (GH/Phabricator)
we need indicator on edited comments
comments that change status of review only allows to edit text, or they shouldn't be editable (i vote for they shouldn't)
- CI automated tasks shouldn't be editable for sure(not sure if we can tell automated messages)
