Currently, potential contributors have limited resources in the README doc regarding contributions, and this is the first place most people will look.

Goals:

update the README with a link to the contribution docs and to rhodecode.com/open-source
update contribution docs with minimum info necessary to get started We can iterate with more detailed information from there.
